Joint Powers Authority
JPA – The Joint Powers Authority (also known as the OCFA board of directors) is made up of 24 members and is responsible for policy adjustment and budget allocation matters related to the OCFA. 22 of the JPA’s members represent one the OCFA’s incorporated cities (with one representative per city) and the remaining two represent the unincorporated cities. The JPA meets bimonthly.
The JPA also encompasses the Budget and Finance committee and the Executive Committee.
The Budget and Finance committee of the JPA makes non-binding recommendations to the JPA on issues related to the budget. The committee meets on the second Wednesday of each month to discuss and formulate these recommendations. Appointments to the committee are made by the chair, annually, or as needed.
According to the OCFA website, the Executive Committee “conducts all business of the Authority, with the exception of policy issues, including labor relations, budget issues, and other matters specifically retained by the board of directors.” The Executive Committee meets once a month, usually on the last Thursday of the month.
